what is meant by "Preliminary Assessment" in NRDA terms. Next
click on link titled "OPA Guidance Documents" to learn a little
about the Oil Pollution Act of 1990 (OPA90) and have access to the
document titled "PREASSESSMENT PHASE, GUIDANCE DOCUMENT FOR NATURAL
RESOURCES DAMAGE ASSESSMENT UNDER THE OIL POLLUTION ACT OF 1990"
. You can read it all if you like, but it's recommended to
start with Attachment G (link towards the bottom), which discusses
the value of baseline data and the role historic data can play.
